Actionbar paging is a thing right, the default hotkey for it is to hold shift and scroll the mousewheel, what you may not realize is the game has 6 actionbars, the main bar, bottom left, bottom right, right bar 1, right bar 2, and there is also a 6th actionbar that you can only ever see by using actionbar paging, to scroll to it. This 6th actionbar does not have a checkbox in the interface options like the rest of them do. What you also may not know is that by checking the boxes for the other bars in the interface options you also remove them from the paging system. So by checking all the boxes, that would leave only the main bar and the 6th bar left in the paging system, so if you page up you see the 6th bar and you page up again you go back to the main bar.

By disabling the Actionbar settings in the interface options menu you have broken this functionality, because you can't check those boxes, that means you also can't remove them from the paging system, which is really annoying.
