It would. Working on figuring out why it's disabled currently, I did not remove that part of the blizz UI intentionally!
These are other missing things, too. I presume you don't play retail actively, but "NPC"s/Objects (Fishing Bobbers, fishing nets, some quest objects) have a progress/health bar that is also hidden and shows it as just a health bar that doesn't reflect the actual progress.
