Hit% incorrect when equipping Arcanite Steam-Pistol

Bug description
The calculated miss percentages are incorrect when using Arcanite Steam-Pistol. With +9.13% hit (144 rating), it shows a miss chance of 6.87% and a miss chance +3 of 10.87%. Both should be 0.
