Shaman T3 bonuses don't affect MP5

Bug description
Reported on Curseforge.
None of the mp5 bonuses of the Shaman T3 are working correctly.
P6 provides a proc which increases one value on the healed target. According to wowhead these are:
+28 mp5 (Shaman, Priest, Druid, Paladin)
+80 spelldmg/heal (Mage, Warlock)
+140 ap (Rogue, Hunter)
+700 armor (Warrior)
The P8 bonus makes Lightning Shield to grant 15mp5.
