If you want to hide the CD toggle from CD bar - go to the addon menu and right-click on it. If it has an overlay over it then it is hidden from CD bar. Turned off CD keeps the last state – always on ON or OFF.

Right-click on spell that you want to use manually. If there is no boarder around it then it is turned off from rotation.
