As a user I would like the option of having a bottom data bar like XIV_Databar Continued to display important information.

• Option in setup menu to enable XIV databar
• Provide a mover that will relocate bottom units if XIV is installed
• Disable left and right databars on chat if XIV is installed
• Add option in menu to enable/disable XIV databar
