"Use Local Time" toggle not working like it should

Describe the bug
The toggle "Use Local Time" in Options/Prat/Chat Formatting/Timestamps is not doing anything.

Regardless of its ON/OFF status the chat is always showing local time, never the server time.

Expected behavior
When I turn off "Use Local Time" I'd like to not see local time in timestamps. I'd love to see server time instead.

I don't think the local time toggle was ever intended to let you see server time in the chat timestamp. It appears to be to match the server time offset by your timezone, say if the server clock (timezone independent) is a few seconds different to yours and it affects say a boss message.

Ohh, I see. :/
It would still be nice if there was an option like that. Or an option to change the time zone manually, then everyone could set it up exactly how they want.
