Make it possible to filter cooldowns.

A GUI for this options could look like this, preferably using icons to keep the window size nice and small.
Checkbox for disabling all, at least on an item level, eg. disabling all spellcloth tracking.
Optionally, also a checkbox to disable all for a character:
