Request to track Mage's Glove Rune: Ice Lance

The idea would be to make Fingers of Frost glow when the target is frozen, similar to the effect from Wrath of the Lich King, although we need confirmation that the spell ID remains the same.

Closing issue, because the ability has been tested successfully for months.

Implemented in 1.1.0-beta with spell ID 400640 (confirmed by multiple sources) glowing when either:

• the player is under the effect of #154
• the enemy target is Frozen

Both conditions can be enabled or disabled independently. Both are enabled by default for Ice Lance.
