Chat in channels supporting TRP formatting with TRP and non-TRP users.

Chat should show TRP custom colors when applicable, else class colors.
Chat only shows TRP custom colors.

Did you try having Total RP 3 as the only enabled addon and everything else (especially something like ElvUI) disabled?

No addons.

What version of Total RP 3 are you using?

Should be 1.4.3.
