Describe the issue

When viewing the "At a glance" tooltips on a user's profile, an empty discription is hidden completely. When viewing "At a glance" tooltips from the TRP3 toolbar, an empty description is replaced with ellipsis.

Expected behaviour

I don't see a reason for there to be a difference in how these tooltips are displayed. Since the description field is user-entered, it could be safe to assume an empty field is deliberate, and display nothing.

Steps to reproduce

Give us a list of steps to reproduce the issue with.

1. Create an At a glance icon with a name and icon, but leave the detailed description field blank.
2. Target yourself and hover over the icon in the toolbar to see the ellipsis.
3. Open your own profile, navigate to the Miscellaneous tab, and hover over the icon to get a tooltip with an empty description.
