For Run, Hearth, etc. type steps, it would be good to be able to list multiple quests in the QID, meaning: the step would not be marked complete due to QID unless ALL of them were complete.

There may be some instances where the opposite is desired (marked complete if ANY of them are complete) but I don't think they are as common, so I think we'll just try implementing the first case for now.

Putting this in the QID is just not going to work, right now the QID tag is elegantly simple and I really don't want to massively complicate it with something like this. I guess we'll have to make another tag for it.
