Zones for waypoints

One example I found is the Alliance quest line, "Hints of a new plague" which takes place mostly in Arathi, but the quest is obtained in the Hillsbrad zone and section of the guide. When it comes time to address the parts near the farm, the co-ord always wants to create a focus point in Hillsbrad instead of Arathi.
After similar occurrences happened in other parts (Badlands and Stranglethorn to name a few) It became clear that the guide only probably likes to address one zone at a time; either that or it was a mistake in the guide writing (as familiar and intimate as I am with Wow-pro guides, I know this is the least likely scenario.)
I see what causes this. Right now, when a step has no listed zone, the mapping function will get the guide's zone. I propose to get the zone the player is in currently, which I think is what addons guide writers assume. Thoughts? Will this change break more things? Will this really matter in Cataclysm?
The main problem is this leaves a lot of uncertainty in where the guide will point. What if the user happens to load up the guide while in another zone, or puts the guide on hold while going to help a friend in another zone... it takes the control of where the arrow will point away from the guide author. And, it could break some correctly coded waypoints which assume the arrow will point to the guide's zone. All in all, I'd recommend against it, but I'd like to hear other people's thoughts.
In Cataclysm, the guides will be coded from the beginning with the understanding that we are providing all coordinates - most of the problems we're having now is because we are switching over from being dependent on Lightheaded.
