This one isn't so important. I think it is 115/223 or 116/223. it says to get the quest: "Wanted: cap'n Garvey" from mebok mizzyrix when you get it from the wanted poster.
it's the quest before you get from mebok.
Resolved in TwoToad's 1/18/11 commit.
