Guide should automatically load a level-appropriate guide on first log in.

Could also be based on zone. For example, if their level is such that several different guides might be appropriate, loads a guide based on the zone they are in.

This functionality will be subsumed into the guide picker.

ALT-G will bring up a dialog of the 5 "best" guides for a user, including the top leveling guides.
The current zone will be used as a hint for the leveling guide suggestion.
