You'll have to make a new filter to get the bleeds to show on your nameplates.
In ElvUI settings go to Filters -> Create Filter and name it Bleeds.
Select the Bleeds filter from the dropdown and make sure it's set to Whitelist.
Then add the bleeds by spell ID. Garrote is 703, Rupture is 1943, and Crimson Tempest is 121411.
