An updated version by of the original mod by Plumee (https://wago.io/QZPcWNlj_).
The problem with that version was that it did not work with changing the background color for raid marks at the same time.
Continuity (Ariani on disc) helped me set up this version which has raid mark coloring embedded and prioritized over flame shock recoloring, but with the border set to be colored by flame shock recoloring as well (meaning you can always see a coloring despite a raid mark being up).

Continuity/Ariani's original version can be found here (https://wago.io/NCs7BE9qJ), uses different colors for raid marks, and requires some setup to use whatever debuff you want tracked.
I am not the coder, and cannot help you if it doesn't work for you, but just wanted to share this amazing setup.
