Adds a border highlight glow around nameplates on mouseover (instead of highlighting the entire bar).

INSTALL INSTRUCTIONS:
Exit game.
Download and place the .tga image to Interface/ICONS folder. (If it doesn't exist, create it.) If you're seeing green rectangles restart the game and double check this step.
Import mod into Plater.
Reload UI.
Adjust color and size modifier settings in options menu.
Optional: To remove default healthbar hover highlight (the entire health bar glowing on mouseover) open Plater Options > Target Tab > HOVER OVER HIGHLIGHT (set the alpha to 0 but leave the option checked, otherwise this mod won't work).
