[Classic] Instance Lockouts

Basic progress bar timers to display 1 hour upon resetting an instance. Things to note are:

1- Only displays if you're the party leader

2- Doesn't work if you're doing any sort of logout reset strategy

3- Will reset if you open Weakaura options up and/or reload ui

4- Looks like it removes timers if you leave a party so keep that in mind
