Value shown on the icon is the remaining duration of Corruption DoT on the target when the casting is finished.
Examples for 3s cast and 18s Corruption DoT timer:
1) Started while 15.7s left, the icon shows value 12.7 (white) - no need to refresh DoT after casting
2) Started while 3.6s left, the icon shows value 0.6 (yellow) - refresh the DoT after casting and waiting 0.6s
3) Started while 2.4s left, the icon shows value -0.6 (green) - refresh the DoT immediately after casting is finished
4) Started while 1.2s left, the icon shows value -1.8 (red) - it is too late to refresh the DoT, worth interrupting the cast to refresh DoT?
