THIS IS THE SENDER - RAID LEADER VERSION

Note this is an early development with no feedback and testing besides myself! I'll happily take feedback!
The raidleader uses this WeakAura to assign cooldowns on boss abilities in TOC 10 / 25 norm / HC.
The weakaura will send a event message that the reciever that will listen to this WA and display when it's that persons time to pop a CD.
All raiders need the reciever to get assignments (even the raidleader).
