By default this aura is set to only load in combat. If you want to show it out of combat, go to the "Load" tab and uncheck "combat" all the way.
If you are seeing double cooldown numbers on auras:
1. Ensure that "Show cooldown numbers" is disabled under the Blizzard action bar settings
2. Make a rule in OmniCC that disables it controlling WeakAuras
3. Check "Hide Cooldown Text" within the auras themselves.
