The amount of glacial wrath debuffs that are applied at a time depend on how many stacks the boss has + how many debuffs the encounter applies initially

[2] 2{circle}
[3] 2{circle}1{triangle}
[4] 2{circle}2{triangle}
[5] 3{circle}2{triangle}
[6] 3{circle}2{triangle}1{skull}
[7] 3{circle}2{triangle}2{skull}
[2] - [7] represents the amount of glacial wrath debuffs that are applied at a time. (you can specify more)
2{circle} etc specifies how many players are assigned to circle. In this case 2 players.
In this example:
- [3] 2{circle}1{triangle} means that when [3] glacial wrath debuffs are applied, first two will be assigned to circle (2{circle}), and third to triangle (1{triangle})
and you could also split it further, e.g [3] 1{circle}1{triangle}1{skull}
You can start the assignment at [4] too (in mythic for example)
The custom options define how many glacial wrath debuffs are applied initially excluding the necrotic surge stack amount
e.g if boss has 2 Necrotic surge stacks on pull and applied 4 debuffs initially then this value should be set to 2.
