Information:
Tracks all basic offensive and defensive cooldowns. Helpers include saturation on rotational abilities based on the GCD, ISB helper to ensure you don't extend the ISB cap. Generally speaking all DCD buffs are on the left above stagger and any DPS related buffs are on the right.
Should work with most talent choices and I'd be happy to take suggestions on improving this WA if anyone has any ideas.

* Updated Black Ox Brew WA to only be visible in combat, it was somewhat obnoxious present all the time.

* Update Dampen Harm CD tracker to not be visible when Mystic Vitality was taken.
* Paused Stagger notification on the normalized stagger bar to indicate when Stagger is paused.
