This is a popup for the new 41st Artifact Trait. Every time Blizzard is off cooldown (ready), and you have the Freezing Rain buff (gained from the artifact trait when you use Frozen Orb), it will show a glowing icon and play a sound, so you don't miss your two instant blizzard casts.
