This weakaura is a timer for the cannon barrage in the section right before second boss. The weakaura also includes a reminder to focus Skulloc (the final boss) before he starts casting cannon barrage. You only need to have him focused for the first cast of cannon barrage, then the weakaura will show up.
If your whole party is using this weakaura only one person needs to focus Skulloc.
