[LEG] [ENH] Sephuz's Secret Triggers

This adds the abilities which can trigger Sephuz's Secret to the Enhancement Legendaries collection.

If your target or focus has an interruptible spell, Wind Shear will show a T or F, respectively, and light up.

If your target or focus has a purgeable buff, Purge will show a T or F, respectively, and light up.

These trigger icons are hidden when Sephuz's proc is up or the ring is on cooldown.
