Allows you to specify which rings are rotating in phase 3, and broadcasts is to everyone else. This allows for automatic backup assignments to the rotating rings.
The aura shows up as soon as Runic Affinity goes out in phase 3. The buttons start enabled on Mythic (4/6 rings active), and disabled on Heroic (4/6 rings inactive). Click two rings and press confirm to broadcast to the rest of the raid.
