Raid frame glow event trigger

Trigger for custom "RAID_FRAME_GLOW_EVENT" event

How to use:

WeakAuras.ScanEvents("RAID_FRAME_GLOW_EVENT", destName, spellID)

and this weakaura will trigger and glow destName frame for spellID aura duration
