This weakaura pack is basically what I'm using myself while using Elvui's Action bars and it's a combination of a lot of other weakauras,
I don't take credit for any of them.
Ignite text color is changed depending on how much your ignite is ticking for.
The upper one shows your primary target and below is how much target has ignite spread, and the color on the lower one also indicates how much ignite is ticking on most of those targets
