Only When Rule ShadowSuppressionGeneration Set to False Can I Generate Shadow Items

Using latest version of carpetshadow (hotfix 2) in 1.20.1, and have set ReintroduceInstantBlockUpdates and ReintroduceItemShadowing to true.
When I set ShadowSuppressionGeneration to true I couldn't get shadow items, while set to false I can generate them stably.

Is it a bug or it was supposed to work like this?

ShadowSuppressionGeneration is from carpet-shadow and does the same thing as ReintroduceItemShadowing from carpet-fixes.
as they are doing the same thing they conflict with each other, so you can only have one for them enabled
