Using an engineer's hammer on a conveyor to rotate/raise/lower it gives the error message "You cannot form this MultiBlock! Further Progression is Required." despite actually doing what it's supposed to.

Based on the images in the referenced issue, I assume it may only happen when they are trying to rotate the conveyor when its near other IE blocks?
