Time dependent (and localized) wind strength

OPTION A: Describe the feature you would like to be added to the shader
Could you add time (and optionally space) dependant waving strength?
What I mean is:
a) One day there is more wind:
- water waves are bigger
- leaves and plants wave stronger and with higher frequency
Other day there is less wind:
- water surface is flat
- Leaves and plants only slightly wave
b) The wind strength can not only depend on the day, but also space through vec3 noise or couple sines:
- In a place A on day 1 there is no wind, but if you move 100 blocks the wind is present
- During even a non windy day a rare wind wave can go through the world, making everything on its path wave stronger for a really small amount of time
The min and max spacetime multiplayers should be changeable in the config.
