Clouds seem to be struggling to move across the sky

Not sure if this is something that can be fixed in the shader settings, but my clouds are moving very slowly and stuttering across the sky.
If you're playing on a server, and the server TPS is low, the time of day advances slower, so the client will sometimes correct it by moving back, which can cause that stuttering with the sun and the clouds.
Most likely a minecraft issue, not a shader issue.

I'm playing on a realm, so I would assume that it's normal TPS? If not, then oops.

Well I'm working with vanilla, standard world time. A survival realm, no cheats, no tick changes, and it's doing this odd stutter
Low TPS is just caused by the server not being fast enough, i.e. lag. I'm not sure how good the minecraft realms server hardware is, but you could test it in a void world in singleplayer.
I'm also experiencing this issue on a server. It works totally normally in single player. Other shader pack's clouds work just fine on the server as well, does bliss calculate it's clouds differently than other packs?
