As the title says, Allow Secondary and Tertiary action bars to be Horizontal and moved to above the primary action bar. This would be awesomesauce and allow for a complete customization of the sub ui and halt any need for extra addons like Candy Bars.

I totally would pay for this feature :P

After I went in and edited the ActionBar ui and changed the value to false for bVertical the option showed up in the ActionBars config. So weird.
