This commit added our own !keys option, but since a lot of people use AstralKeys or whatever, there has to be an option to disable it.

I have prepared boilerplate options in Misc -> Others but it needs to actually be functional lul.

Acceptance criteria

• Able to toggle functionality of our own !keys command
• On wotlk this shouldn't be visible to the user
• Compatible with addons that provide same functionality

Welp, @fang2hou was faster wind-addons/ElvUI_WindTools@bebc9da, we'll just use WindTools !keys
