Are there any Mods that are known for making trouble with MouseTweaks ?

Not sure for the drag functionality. It's mainly the scroll that causes incompatibilities with mods like Simple Inventory Sorter, presumably Mouse Wheelie and others.

Try with just Mouse Tweaks and no other mods. If it works then it's some other mod causing it and you'll have to find yourself which one it is I'm afraid.
